In 1903, Tjong A Fie took part in the development of transportation infrastructure in southern China through his involvement in the Chao Chow & Swatow Railway project.

Together with his brother, Tjong Yong Hian, he became one of the investors in the construction of a railway line connecting Chaozhou (Chao Chow) and Shantou (Swatow). At the time, this railway played an important role in improving regional connectivity and supporting economic growth.

His involvement in this project reflects the extent of his influence beyond the Dutch East Indies. In addition to his contributions in Medan and Deli, he also played a role in the development of infrastructure in his homeland in China.

Over time, the Chao Chow–Swatow railway no longer operates in its original form. However, the project is still remembered as an early symbol of transportation modernization in the Guangdong region.
